Braodsword - true, if/IF the policeman can articulate a reason for the stop and frisk (Terry stop). You just can't stop everyone and ask for ID. You MAY stop a stranger at 0300 in the morning to make a contact and inquire into actions/nefarious activity. Part of that stop could be the officer making a quick frisk for weapons premised on officer safety.
Same argument wouldn't hold water in the middle of the day on a sidewalk downtown for the average "Joe". The problem lays in all the cases in the middle of these two. MOO, this is just plain "silly" and is going to either cost the town a WHOLE buncha $$; or, someone is going to get hurt real quick, fast and in a hurry.
