Interesting point Richard. Off the top of my head, there's military salary and benefits, federal worker salary and benefits, including legislators salary and perks (
bias showing) that all require some sort of legislation.
Just asking, but are these all not just another form of "minimum wage" mandated/proscribed by the Government?
