Deployed in this capacity for decades and they need a more sustained effort? Decades aren't enough? What do they want, centuries? I still say SF needs to get away from SOC. I know SOC has all the money but I am still not convinced the Admiral understands what SF does and how we do it...
I was thinking the same thing on GEN Mulholland's statement.

How does someone see a group (SF) doing an excellent good for over ten years need more work at doing it. More sustained effort, I like to read this white paper!!??

I see SF needing more sustained effort maybe at surrogate warfare because naming a place like Mali, that's what would be happening there.
