They are small images either still or animated, almost exclusively drawn on a per pixel basis in a graphics editing program, such as Photoshop or GIMP.

Start editing program.
Create a new file with transparent background.
Draw a black circle using pencil or round area marker (and filling selected area with black).
Fill contents of black circle with desired color, for instance yellow, using bucket tool.
Take the pencil tool and draw a half moon line parallell to the lower black boundary, ending it just short of the the middle.
Use the pencil or round area marker to draw the eyes where they ought to be.

The head is usually 15x15 pixels large.

If you want to add something else you will need a larger drawing area.

I think animation often need a seperate program.

Animations are like movies, multiple images showed in sequence.
