How much influence have these Muslim outreach advisers had in the development of the restricted rules of engagement under which our military is required to fight? In Afghanistan, they must observe rules of engagement that betray their intentions to the locals and then are restricted on use of their weapons, putting their lives in jeopardy.

After 10 years, we should recognize that our COIN strategy has not worked.

I don't think COIN in OEF has been a concerted effort for the full 10--now 11--years. And it hasn't worked--from my distant view-- because, aside from the men and women in the field risking their lives to make it work, the political commitment just isn't there. When you're in the villages trying to establish rapport, friendship and some element of trust with the local population and your government announces to the world the date it plans to pull you out, it's a little hard on your credibility.
