I'll pretty much go along with that statement. Ambitions are often assumed; we've all probably looked at catalogs and had wish lists. Assessing intentions needs some HUMINT though.
However, Putin's stripes have several layers of hard clear-coat; he may find himself rendered an anachronism unless he makes his own stimulus package and prints a bunch of money.
