IIRC, the phrase "high capacity magazine" is a media type creation - a shortened version of the actual language under the statute.
If memory serves, "large capacity ammunition feeding device" was the phrase actually used under the now expired legislation - creating the old federal assault weapons ban.
The federal limit for "large capacity ammunition feeding device" was previously set at >10 rounds. A seemingly arbitrary number. Perhaps others with more intimate knowledge of the law can shed light on the selection of the magic number 10.
The price for existing (grandfathered) magazines exceeding 10 rounds went through the roof under the old law. So, they could be acquired, albeit for more money.
Well, the lunacy of the left will once again stimulate certain market segments..."large capacity ammunition feeding devices," ammo and firearm sales will soon go through the roof - as if they had not been experiencing record numbers already.
