Actually, he said:
"The Internet didn’t get invented on its own. Government research created the Internet so that all the companies could make money off the Internet."

He might have been a bit more specific in his remarks, but - technically speaking - he's correct as it was the DARPA research which initially funded and fostered the programs that, when combined with later research, eventually led to the Internet's development.
As far as what people ("pundits" and "opponents") "infer" - well...
