Gore never used the word "invent" and the transcripts are clear and available. The legeslative record is equally clear.
Similiarly, President Eisenhower is regared as the creator of the Interstate Highway system. Having slogged Armies across Europe on crappy roads he was amazed when he reached the German autobahns. But no one teases that he was drawing lines on a map, blasting tunnels or laying asphalt. 'Create' and 'invent' are different word because they mean different things.
