It is. There are mechanisms to assign an NSN for a previously unlisted piece of COTS gear and the nearest PBO (if having decent attitude) can describe that better than I. That's how some stuff is already "in the system" and some not; it just hasn't gotten there yet. The problem is that the NSN references a product from a specific supplier (or two), and then if you order the NSN, the actual human-thing might've gone out of biz and the NSN is no longer valid, so you wasted time on the supply system running its traps.
You've done your diligence; now go make your case to the card holder to "order my mission-essential stuff." (And remember that 2 is 1 and 1 is none.)
