Having stayed on Westshore Blvd. itself - at a number of national name brand hotels - and going for a jog before sunrise I can attest to observing some questionable activity on some of the side streets running from Westshore.

Gandy Gardens is probably worse.
5 miles in under 5 minutes!!! Which city street in Tampa has a 60 MPH speed limit and is without stop signs and traffic lights? I've lived in the Tampa/Tampa Bay area for 32 years and don't know of any.

The area that this attack happened is not like what you described...it's strictly residential (there are million dollar homes close by). As I said before, walking (especially alone) in unkown territory anywhere at 3 am is foolish . He had a cell phone, he should have called a cab or AAA. Luckily he will be okay.
