"Scammer develops 'secret car technology' but everytime he is questioned, won't even lift the hood or the trunk to show what is inside, enters the X-Prize contest but then withdraws when he learns that "the prize is only $5 million dollars instead of $7.5 million dollars" (and he would actually have to expose the engine to scientific testing); wants government grants to 'develop' it, claims to have thousands of orders and is opening a production plant in Ohio, but two years later quiently shuts down the plant that never existed and slips away. Wonder how many investors got scammed in those two-three years.

Ah, there is a sucker born every minute.
