It's Detroit
This sort of thing makes the local Detroit news often. Muggings and carjackings in Detroit often result in some person nearby operating their cell phone camera to sell the video to the news, while other able-bodied people stand around and watch. The event is frequently followed in a few days by posterboard signs on sticks, and some of the neighborhood who march up and down the block with "Stop the Violence", before retreating to their homes to allow the next acts of violence.
My neighborhood is full of accents. Many/most of those are retired legal immigrants who believe that we are primarily responsible for taking care of each other, and we're close to being a "unit".
We aren't waiting for that undefined "they" to come into the neighborhood and solve our problems. Granted, the average age is 60-70. But a shotgun held by an old codger is still a shotgun.
