Bottom-line: The assertion relative to any portion of CFC that "if it's not in the local charity book you can't use it" is unadulterated horsehockey. You are the one that fills in the number and they are bound by law to dispense your contributions targeted to that charitable recipient.

I also donate to a foundation that continues research into a rare hereditary blood disorder afflicting wife & several members of her family. It's not in the local book distributed up here in Cheesehead country either. Doesn't matter.
