What is really "new" about this? PAC's have been doing this for decades. The best recent example of the effectiveness of supposedly independent PAC's would be the "Swift-boaters" that scuttled Kerry's chances, not that I disagreed with them.
I think the only thing that has really brought them to the attention of the general public now, has been the amount of money being spent and the names, like George Soros, that are being affilliated with some of them. PAC's have usually been the best way for the average American to feel they have made a significant contribution to the political process. My personal favorite is the NRA-ILA.
