Perhaps converting the MULTIPLE Senate and House Office buildings into open-bay barracks would relieve them of the financial difficulty of renting accommodations in the District. Maybe providing them with a meal card and a Dining Hall would help them with foraging for food under their meager wages.
Just subtract housing and subsistence allowances from their pay and that helps work toward lowering the cost of Government.
