Some say it is unconstitutional, some say it isn't and the Government has many times in the past used word play (example: Police Action/Advisory Role/Humanitarian Assistance) to avoid going through the checks and balances required to declare war.
The tools in DC can put all the legalese icing on it they want, but when bullets are flying and people are dieing it is a war.
No one person should have the power to obligate us to war.....especially when we already had (2) wars on the books.
