We invaded a sovereign nation's borders w/o their knowledge or permission to unilaterally conduct a ground raid upon their territory - undertaking such an operation is a violation of their internationally recognized sovereignty, an invasion of their territory, and - IAW our doctrine - a strategic level decision.
