Im no attorney, but in theory and, if it were to pass, in execution, this act seems to act against the Ex Post Facto clause and violate sections of the 14 amendment of the US constitution? Not to mention its complete circumvention of the Grandfather Clause....
In short I dont completley understand how this is legal, yet alone "pass with ease" as Senator Meyer suggests. Can any CT Attorney shed any light on this?
