Sir,
Although I am not too familiar with W7, you may or may not have Microsoft Office Picture Manager already on your PC. You could try right-clicking the image>open with, and see if it is available.
Once Picture Manager is open, you click the "Edit Pictures" button, and at the bottom of the toolbar on the right, you can resize your photo to your preference.
