I was a 'visitor' to the SALT/START/CFE talks (the land of officially non-official 'Non-White Papers') in Vienna in 1990 while in Bonn and directly involved again in 1991-1993 while in the USEUCOMs primary organization responsible for implementing the terms of the CFE agreements - complicated does not begin to describe what goes on with such matters.

Whether somebody like the UK is a signatory or not, if we alter our stockpile by providing them with an item which falls under the 'umbrella' of the terms of such an agreement, we may be obligated to provide a by-item listing (maybe just a SN with little associated info or even by type or ???) to show we've removed it from our inventory control.

As to exactly what any of that may entail here and whether or not the UK agrees/agreed to it or...

And so it goes...
