I understand some fee because the gun shop is doing all the transfer paper work on their FFL and do background for an item they are not selling and then have to file and store that paper work subject to federal inspection until the end of time.

Exactly, also gun shops sell guns. Like going into a cafe with your own bacon and eggs and asking them to cook them for you at a big discount. Stores varies in what they charge in Oregon, I have seen it down to $20 plus the $10 Back ground check that the state charges the dealer.
Also there is PIA aspect to it. A dealer that I know stopped doing the transfer because customers thought that sense they bought the firearm through, let say, Gunbrokers and had it shipped to the dealer, the dealer was responsible for any problems. Personally, If I had my FFL again, I would never do transfers for strangers. Probably another reason for the higher fees in some stores.
