The more things change... 
They did waive the swim test at one point in the mid-to-late-60s - discovered pretty quickly that it was a mistake and reinstated it as a non-waiverable requirement.
Also, swimming is one thing, combat diving is another - I saw many good swimmers who found they lacked the physical or mental requirements required of a combat diver.
And so it goes...
