Pac Man Anyone?
Apparently it's not that hard to tweak these machines, or even install something completely different on them. Allegedly this can be done by simply replacing one card.

Essentially all voting machines are is a computer with software designed for a specific purpose. Modify or change the software, you change the purpose of the box. If the oversight (storage, testing before implementation, etc.) of the machine is lax, it's easy to make one things do something it wasn't intended to do with no one the wiser.
