Would seeking subsidiary entities within our existing judiciary, that employs religious jurists, be considered imposing religion onto others e.g. religious courts for LEGAL rulings

Can the State Department or Treasury Department solicit for, and subsidize under current Constitutional Law Fred Phelps’ numerous excursions, in order to collect charity for his so called Christian Institution?
