They're saving money by not having those Mexican state governors there (do you think
the Mexicans are paying for themselves? Keep those crooks out of the US, too. The governors south of the border are part of the problem. They're at best on the take from the cartels and at worst members of organized crime using state police to provide cover for the narcotraficantes.
