Yep, if they put people in fear of losing their lives, someone may gamble that action could result in a slightly better outcome than their own death. It's a roll of the dice. Even the chairs they sat in could smash one head and possibly let a "good guy' recover a firearm. If they use blanks for the drill you just have to shoot closer with the recovered firearm. I'd be one pissed sumbitch even If I thought it was a drill while it was happening. It would become my training drill.
