Thailand brought 26 tonnes of Heroin in the 70s and burned it in a demonstration. The producer told them, "yeah, thats the lot" and for some reason they beleived him.
Then he rolled out tonne 27 and 28 for distribution.
(There is/was some speculation that it wasnt really Heroin that was burned; it was normal white powder. The Thai president commenting on how many tanks he could buy with all that didn't help things either).
