Not necessarily - remember - to subdue the enemy without fighting is the acme of skill (Sun Tzu) - and fear is but a tool to be used or not as the situation demands.

MAD was based on 'Mutually Assured Destruction' - not necessarily terror. As Frank Zappa once said, "There will be no nuclear war...there's too much real estate involved."
