According to Open Sources, Paresi and Wise (of Xe) were approaching Balawi to search him when he detonated the suicide vest. I do not know, but it appears that personal relationships were a higher priority than personal protection. Another assumption, it would appear, based on the attached diagram (if accurate), that they thought the vehicle would provide adequate cover if things went poorly.
It's unfortunate that it takes an incident like this to change policy and return the focus to force protection.
