Interesting. I have yet to encounter this myself, but I have often thought about this situation. Best to give authority to the Uniformed Police Officer on scene and have the undercover/off duty guy lay down his gun and get on the ground till he can be identified. Its going to piss someone off but its better than two cops sitting there yelling at one another with guns out.
Its a shitty situation either way, we work hard to communicate these things to the patrol division so that this wont happen.
Im interested to see the results/ideas.
