This includes training a limited number of females in police procedures with the condition that they will perform these duties as a regular part of their job for several years. The US has trained females in police investigation, forensic, and SWAT-type skills in Muslim countries. One group of women in an especially patriarchal security state was so good at tactical skills they became a training cadre for their male counterparts.
As the article mentioned, political and economic repression of women is one of the significant reasons for the backwardness of the region. Providing specialized training for females in the security sector helps to break down some of the cultural barriers to improving their subordinate status.
