When you are all out of ideas or just plain baffled, try this:
-shoot down everyone's ideas as insufficient and unsuitable
-make an indirect, general accusation that 'everyone is missing the point'
-hold a meeting, and demand a briefing (use the term "S.A." frequently)
-stall for time under the guise of "looking at the facts"
-repeat as needed
If you find that this isn't working, blame the problem on the guy you just replaced.
