Maybe they should have spent their money on helicopters, instead of AQ Khan and their nuclear weapons program. Or on the Taliban.
I might consider trading them some choppers for a few WMDs.
I would wager the government skims off enough money in bribes and corruption every week to modernize their entire AF.
