It's more than likely too late. When all of the Muslims and other political asylum seekers began arriving after WWII there must have been people in France who could see what was going to happen. That would have been the time to enact any regulations that would ensure that the immigrants would properly assimilate themselves into French society. My bet is that your going to see some very serious social problems over there in the near future.
