Ramzan may have gotten too big for his britches...
This speaks volumes:
...Mr. Kadyrov has sent Chechen commanders to Ingushetia to conduct counterterrorism operations there.
“We have a common enemy and a common task to eliminate it,” Mr. Kadyrov said in a statement on his Web site on Monday. “Together with President Yunus-Bek Yevkurov, we will realize this mission and do everything necessary to liquidate the remaining militants. The leadership of this country supports us.”
Personally, I think that Ramzan's days are numbered. His hit squads are getting too much bad press for the Soviets and Putin will not allow someone to challenge him for the spotlight on the world stage. If this deployment order was in fact sponsored by the Soviet authorities, Putin would have announced it...not Akhmad's little boy.
I would also wager the driver of the SVBIED will be id'd as a foreigner (regardless of his true nationality), to provide "cover" for further intervention in the Caucasus.
