That program could have far-reaching medical advantages as well regarding the cosmetic use of the excised foreskin. I once worked in a hospital that used the excised foreskin from a circumcision to fashion eyelids for a baby born without said eyelids.
The operation was a huge success initially, but a post-op complication occurred...thereafter the child was cock-eyed.
