technically....
Not sure how far is the distance, the weather, the rifle specs, and how many rounds spent, but shooting at an angle, unsupported, at a moving target, and scoring hits = damn good shooting!
....however, I can see how he may be charged for putting other drivers in danger. Hopefully there are eye witness or cameras that declare the roads were clear for engagement! 
This reminds me of Clint Eastwood's telling street punks in Gran Torino, " Ever mess with someone and later on you wish you had never messed with them? Well that's me".
