I think the editors selected a misleading headline to generate interest among the president's critics.

The article points out that the "secret order" (a tautology if ever there was one)
establishes a streamlined go/no go process that has resulted in many missions getting canceled. The article also points out that different executive agencies are involved in the process.

More generally, is this story news or what passes these days for a subtle editorial? In his 2002 state of the union address, Bush the Younger made it clear that much of GWOT was going to be conducted covertly. Does it not make sense that a thoughtful president would put into place a process by which covert operations could be planned, reviewed, and executed?
