Doesn't appear to be a matter of more equipment, just trying to make two things work together that may or may not be very friendly. (as bkleonards has stated the FM30 provides the modulation)
You need to take your ouput from the Encoder and put it into a Coax Line-in to the transmitter... I'm not sure if that can be cleanly done through a c-block or if something else is required. Not much information provided through the web site or white papers...
I would contact the manufacturer of the Encoder....if that is an option
