Simple, tax .68 cents onto each pack of cigarettes sold. Geeez, yet another "Sin tax" on smokers. What about alcohol, fatty foods, suger based snacks ? Remember the "Twinkie Tax" explanation from Allen Keyes ?
After looking more closely, it appears that this tax on cigarettes would have only supported the funding for two years. What's next ? Encourage Americans to start smoking to help the kids ?
