I seem to recall someone from the British LE or Intel community commenting on how the greatest obstacle to the US being able to prosecute people in situations like this is our Constitution and the rights it grants.
And I am eternally grateful to live in a place that had the foresight to craft such a document.
The issue we run into is how some people feel the Constitution should be interpreted and the "legal" system that has developed.
