I like that idea, Sionnach. We may could go one step further with it.
With the proliferation of groups like these, I wonder if we could prepay like a phone card? Just think of it, a "Scumbag, Butt-Kicking ATM Card".
The police could bring a credit card swiper to the scene. One could pay up via the debit card, and the whole thing would be over with in a jif. No muss, no fuss.
