The primary cause of power distribution problems in Iraq is people tampering with the lines, either in bootleg hook-ups or to steal the wire or components.
It is also in the terrorists/insurgents' interests to keep the grid down, so no doubt their hand is in it as well. The need for security for any workers on the system also impedes any upgrades or improvements to an outdated and dilapidated system.
In summary, I do not see too many people going over to the Dark Side because of blackouts and brownouts, it is more of an indicator that the US and the elected Iraqi government are not really in control.
