Although I haven't read them in a while, I used to read blogs by several Iraqis. Most were supportive of our mission, some were not, but all mentioned long periods of blackouts and brownouts in Baghdad.
I read a report (still looking for it) about Iraqis being electrocuted trying to hook up electricity to their homes. Apparently, many homes, specifically in the poorer areas, folks connect to th power lines on their own, leading to tangled and unreliable lines, and the occasional electrocution.
I've also read reports concerning the Army's efforts in improving electricity distribution in Iraq. This example is in Mosul--

Edit: Perhaps I misunderstood the question. I think the cause of the electrical problems is attacks by terrorist asshats on the power grid. I've read the occasional blurb concerning these attacks.
