This is pure political bunk and unfortunately some fall for the term "Domestic Wire Tapping".. It isn't wire tapping and it isn't domestic. It is the intercept of EM waves in space destinied to or from a foreign entity. Sig Intercept has been a prime source of intelligence from day one.
The principle I was taught was that any signals being transmitted are fair game for anyone with the equipment to intercept them.
