So SOF funding will be lower than everything else that will be increased due to baseline budgeting.

Bet there's nothing "flat" in social spending.

Overall budget may look to be flatten or cut. But funds will be pushed over to other areas and a" Title" Funds. Saving face and making it look like a cut to USSOCOM FY funds.
