That video is not too far from the truth.

This government and all the federal agencies, for the most part, are walking around with their thumbs up their 4th point of contacts.

The DHS was suppose to be the fix to the lack of communication and coordination between agencies and all its become is another behemoth that continues to grow and expand its power, bureaucracy and politic B.S.

Just my 2 cents.
