AF High Year Tenure Policy

MILPDS MESSAGE NUMBER : 09-069 REFERENCES: NEW FY10 AIR FORCE HIGH YEAR TENURE POLICIES 1. Please disseminate to Airmen at all levels. As result of Senate proposed force reductions and budget cuts, the Department of the Air Force has developed a program to reduce its number of personnel. This program is under test phase and will take affect 1 March 2010 (FY10). Under this new program, older Airmen will be asked to go on early retirement, thus permitting the retention of the younger Airmen who will represent the future. Therefore, program will phase out older Airmen by the end of the current fiscal year. This initial phase of the program will be known as S.L.A.P. (SNCO/NCO/AMN Late-Aged Program). 2. Airmen who are S.L.A.P.'d will be given the opportunity to look for jobs outside the Air Force. S.L.A.P.'d Airmen can request a review of their personnel records before actual retirement takes place. This phase of the program is called S.C.R.E.W. (Survey of Capabilities of Retired Early Workers). All Airmen who have been S.L.A.P.'d or S.C.R.E.W.'d may file an appeal with their chain of command with final authority at the AFPC Functional level. This is called S.H.A.F.T. (Study by Higher Authority Following Termination). 3. Under the terms of the new policy, a Airman may be S.L.A.P.'d once, S.C.R.E.W.'d twice, but may be S.H.A.F.T.'d as many times as the Air Force deems appropriate. 4. If an Airman follows the above procedures, he/she will be entitled to get H.E.R.P.E.S. (Half Earnings for Retired Personnel's Early Severance) or C.L.A.P. (Combined Lump-sum Assistance Payment) unless he/she already has A.I.D.S. (Additional Income from Dependents or Spouse). 5. As H.E.R.P.E.S. and C.L.A.P. are considered benefit plans, any Airman who has received H.E.R.P.E.S. or C.L.A.P. will no longer be S.L.A.P.'d or S.C.R.E.W.'d by the Air Force. 6. The Air Force wishes to assure the younger Airmen who remain that the Air Force will continue its policy of training through our Special High Intensity Training (S.H.I.T.). This Air Force takes pride in the amount of S.H.I.T. our Airmen receive. We have given our Airmen more S.H.I.T. than any other service. If any Airmen feels they do not receive enough S.H.I.T. or can handle taking more S.H.I.T. at their current assignment, please have them contact their immediate supervisor. 7. Remember that first line supervisors are best qualified to gauge the amount of extra S.H.I.T. that their Airmen need or can handle. If supervisors determine that their Airman cannot handle the amount of S.H.I.T. they are given, they may eligible to get S.L.A.P.'d regardless of time in service, but still with the possibility of getting H.E.R.P.E.S., C.L.A.P. or A.I.D.S. U.S. AIR FORCE, ABOVE ALL! |

RF1, that sounds exactly like the corporate world and how older workers have been targeted in the RIFs...especially at large companies that self-insure their medical plans. The question is, in a voluntary service organization where folks put in years protecting our country, should they be subject to the same push out the door that older corporate workers are getting? :( Ok, it's getting depressing in here, back to the comedy! ;) |
