Its an article about how OIF/OEF have changed training. There is a sentence in the article about how we've done this in the past, but we are learning it again.

The military does not have "lessons learned" but mistakes revisited. It has evolved from generation to generation driven by technologies looking for missions rather than technologies driven to meet missions. Eisenhower's warnings about the military-industrial complex should have also included a warning about the complexities forced upon the military by industrial evolution where the civilian led military continually looked to apply MBA approaches to lift the FOG of war. The principles of war have not changed, just the methods of application. Unfortunately the methods are often ingrained in doctrinal manuals that reflect the successes of the last war or threats that have now evolved demanding refinement of applications and methods.
